Even at optimal soil temperatures, popcorn can be slow to germinate, so be patient. Harvest when the kernels on the ears feel hard and dry. Next, remove the husks, then strip individual kernels off the ears by rubbing them together. Once the kernels are free and have dried out a bit longer, pop and enjoy.  Test popping reveals the proper moisture level of the popcorn. After popping a few kernels, if the popcorn is chewy, it means the kernels are still too wet and need more drying.
